Bot or Channel Infringing My Copyright

Private chats and groups are private. We do not process requests related to them. However, for public content like bots, channels, and sticker sets, if you believe your copyright is being infringed, please submit a complaint to dmca@telegram.org. Only the copyright owner or an authorized agent can submit such requests.

Third-Party Takedown Requests

Telegram is committed to providing a secure communication platform globally. To comply with app store policies and legal requirements, we process legitimate takedown requests for illegal public content, such as sticker sets violating IP rights or porn bots. We review each report, perform legal checks, and remove content when appropriate.

This does not apply to local free speech restrictions. Criticizing a government, even where illegal, will not lead to politically motivated censorship on Telegram. We block terrorist-related content (e.g., ISIS), but never peaceful expression of alternative opinions.

Unfair Ban of Bot or Sticker Set

If you believe your bot, channel, or sticker set was banned without valid reason, contact us at abuse@telegram.org.

Data Requests

Secret chats use end-to-end encryption, so we have no data to disclose. For cloud chats, Telegram uses a distributed infrastructure: data is stored in multiple data centers across different legal jurisdictions, and decryption keys are split. Thus, multiple court orders from different jurisdictions are required to force any data disclosure. This design ensures no single government can compromise user privacy. To date, we have disclosed 0 bytes of user messages to any third party, including governments.
